More about the CACE 2023 Spring Conference

During this two-day conference, participants will become familiar with high leverage practices for driving improvement efforts, including simulated school improvement activities. Teams will use these experiences to process key takeaways and reflect on how to lead consistent implementation of high-priority initiatives. On the second day, participants will revisit their own school-specific priorities and consider how school improvement practices can be incorporated to assess, adapt, monitor and respond to improvement goals. In the end, all participants will walk out with tasks, practices, routines designed to advance priority initiatives.

Conference Pricing :

This program is designed for leadership teams, therefore CACE is offering a pricing structure that allows districts to maximize their participation. 

Team Members 1-4 group cost of $2,000

Team Members 5 & 6: $450 per person

We are so excited to welcome you to the 2022 CACE Leadership Conference in just a few weeks! We have an incredible line up of nationally renowned speakers, fantastic networking opportunities, and have updated some of our events to further showcase the ways in which CACE can support you as a school and district leader. We want you to be able to hit the ground running when you arrive at the Cape on Wednesday, November 30th, so please take a few minutes to read the following information to make the conference a great experience for you and the rest of our guests. 

2022 CACE Leadership Conference Agenda

Our full agenda including session descriptions and locations can be found by downloading the Eventmobi app on your phone or by visiting www.eventmobi.com/CACE2022. Additionally, all attendees have an individual profile to assist with networking and communication after the event. Please take a few minutes before you arrive on 11/30, to download the EventMobi app and use the code CACE2022 to access our event. Please note that if you already have the app, you may need to delete and re-download in order for you to see this year’s event. We also encourage you to be sure your profile is up to date! Information and further details may be added as we get closer to the event and push notifications will be shared with you.

Selecting Breakout Sessions

As we finalize our plans for the conference, we encourage you to take some time to review the options for breakout sessions and indicate what you are interested in by using the plus sign next to the sessions to add to your personalized schedule. This will help us to plan the best spaces for each session due to interest. Sessions are not guaranteed and will be first come first serve at the event due to space and fire code. 

Registration & Guests
When you arrive at the CACE conference, please be sure to pick up your name badge. These will act as your entry ticket to all sessions, meals, and networking events. If you are bringing a guest and would like to include them in meals, you can sign them up at the registration booth for a nominal fee of $100 which will include all meals. 

Cancellation Policies

– Chatham Bars Inn Cancellation Policy: Rooms are $155/night. One night’s deposit is required at the time of booking. Thirty (30) days prior to arrival, the remaining balance is charged. Reservations may be cancelled up to thirty (30) days prior to arrival, less a $25 cancellation fee. For cancellations received within twenty-nine (29) days of arrival, deposit is non-refundable.
– Conference Cancellation Policy: Cancellations, requested in writing, at least one month (30 days) prior to the event will receive a full refund of the registration fee. Membership portion is non-refundable ($85).  Cancellations, requested in writing, which are received less than one month prior to the start of the conference will be reviewed by the Executive Board and decided on a case-by-case basis.

Title I Comparability

Documenting comparability of services is an annual requirement for each district receiving Title I, Part A funds, and must be completed near the beginning of the school year. Per federal law, districts may only receive Title I funds if they use state and local funds to provide services in Title I schools that, taken as a whole, are at least comparable to the services provided in schools that do not receive Title I funds. When all schools receive Title I funds, districts must ensure that state and local funds are used to provide services that, on the whole, are substantially comparable in each school.
 
FY23 Title I comparability forms and instructions can be found here. These forms should be completed as soon as possible and at least by the end of November (and kept on file at your district, DESE does not collect). If schools are found not to be comparable, prompt adjustments in staffing in the non-comparable schools must be made in collaboration with the district business manager and district personnel responsible for staffing. Districts with only one school for each grade span or a district with only one school, such as a charter school or a regional vocational school, are exempt from the comparability requirement. 
 
Federal Grants Conference
 
Join us on November 15 from 8 AM-3 PM for our fall conference at the Best Western Hotel in Marlborough, MA. This conference is designed to showcase best practices in implementation of ESSA entitlement grants. The day’s program will enhance understanding for Title I, IIA, III, and IVA Directors, and other staff members involved in the planning and implementation of ESSA federal grant programs. State Summit on Strengthening Family School Partnership

Registration is now open for the Better Together: Strengthening Family School Partnership State Summit. The summit will be on Friday, October 28 at the Sturbridge Host Hotel & Conference Center and will offer a great lineup of sessions from district, state, and national family engagement organizations and DESE staff sessions. In the spirit of partnership, please consider registering a district team that includes educators and family members. More information about the summit is posted online.

 
FY23 Federal Grant Reviews
 
The federal grants office has been working diligently to review all grant submissions in a timely manner. Please know that if you submitted your grant in EdGrants, it is in our queue, and we are reviewing all grants in the order they were received. Your liaison will be in touch with you once they review your grant submission. Grants will be given start dates that reflect the day on which a substantially approvable application was submitted. Thank you for your patience as we work through all the applications.

 
FY23 Special Education Conditions for Assistance: IDEA Part B Funding Certifications

All LEAs are required to submit signed Conditions for Assistance: IDEA Part B Funding Certifications (formerly known as the Special Education Program Plan Statement) for FY23. These must be approved by DESE’s Office of Special Education Planning and Policy before your FY23 IDEA grants can be approved. Please email the signed Conditions for Assistance to specialeducation@doe.mass.edu. If you have any questions regarding the Conditions for Assistance, please see the Department’s SEPPS webpage or contact the Office of Special Education Planning and Policy at specialeducation@doe.mass.edu.

 
October Claim Status Report
 
Please review the October claim status report for fund codes 113/115/119/140/180/240/252/262/264/305/309/400. Select your district from the dropdown menu to view allocations, claims, and available balances. We will continue to send this out monthly to support you with timely draw downs in accordance with cash management rules. Be sure to expend your FY22 funds first before drawing down FY23 funds.
Please note this report is a snapshot in time, and some payments may still be in process and have not fully cleared to show on this report.

It is with great excitement that we open registration for our 2022 Annual CACE Leadership Conference! Please note that we are continuing to use an exclusively online registration form. The link can be found here: https://cace.swoogo.com/cace2022


When you register, please be sure to fill out the form carefully. The final page will confirm your information and give you the option to view your invoice. Please click on “receipt/invoice” which will allow you to print and/or email this invoice. We recommend sending this immediately to your business office so that they have access to the invoice directly. Please note – Purchase Orders, Payments, and Personal Checks may be remitted to: Council of Administrators of Compensatory Education, PO Box 4110034, Cambridge, MA, 02141.

**We will continue to cap registrations to four (4) per district. This is to allow the maximum number of districts possible to be represented at the conference. If there is room, we will open up the conference to additional district attendees.**

Hotel reservations are not included in your registration. To make a reservation, please contact the Chatham Bars Inn and mention “CACE Conference” when booking a room. Rooms are available at a discounted rate of $155/night. Only registered attendees will be able to make reservations under the group rate.

Updates from DESE…

Private school consultation for FY23 ESSA grants

This is a reminder that school districts should reach out to private schools within and/or outside their district depending on the title program (Title I within/outside district and Titles II, III, IV within district only) to offer participation in FY23 ESSA grant programs. The consultation period should go from May 1 to June 30, or longer if necessary. Districts and private schools should work out the details of planned/proposed equitable services during the consultation period and sign off on the Consolidated Affirmation of Consultation that must be submitted as an attachment with grant submission. The Consolidated Affirmation of Consultation also includes a notes section to record details agreed on in consultation. The Equitable Services webpage of our federal grants website has guidance and sample documents.

Title I carry-over limit

Please keep in mind that Title I (Fund Code 305) regulations limit the amount of funding a district is allowed to carry over from Year 1 to Year 2 of the grant to 15%. Districts have until September 30, 2022 (which is the end of the federal fiscal year) to obligate at least 85% of their FY22 Title I funds. The remaining 15% may be carried over into Year 2 of the grant. If the district has not exceeded the carryover limit in the past three years, then a waiver may be requested to allow for more than 15% of the district’s allocation to be available in the next fiscal year. The Federal Grants Office will reach out to districts that may be at risk of exceeding the carryover limit for FY22 and provide further guidance.
